THE CHARITY CLUB WARM WITH LOVE: CONSTRUCTION COMMENCEMENT CEREMONY OF TAN HIEP PIPE CULVERT
On Tuesday morning, August 18th, 2020, at Tan Hiep village, Son Hoi commune, Son Hoa district, Phu Yen province, The Charity Club Warm With Love organized the commencement of construction of Tan Hiep pipe culvert – a voluntary project of the program “BUILD BRIDGES FOR CHILDREN TO GO TO SCHOOL” aims to create better conditions for children to go to school safely and continue to realize their dreams of approaching knowledge.
Attending the Groundbreaking Ceremony of Tan Hiep pipe culvert construction were attended by:
- Pham Thi Minh Hien – Deputy Director of the Phu Yen Provincial Department of Labour, War Invalids and Social Affairs, National Assembly (NA) deputy, President of Fund for Vietnamese Children of Phu Yen province.
- Le Trung Kien – Deputy Head of Division of Children’s Affairs and Gender Equality, Department of Labour, War Invalids and Social Affairs of Phu Yen province.
- Pham Dinh Phung – Vice Chairman of the People’s Committee of Son Hoa district.
- Nguyen Thi My Linh – Head of The Labour, War Invalids and Social Affairs Division of Son Hoa district.
- Nguyen Huu Tri – Deputy Head of Technical – Infrastructure Division of Son Hoa district.
- Tran Ngoc Tay – Deputy Secretary, Chairman of People’s Committee of Son Hoi commune.
- Nguyen Thanh Ha – Vice Chairman of People’s Committee of Son Hoi commune.

Son Hoi commune is a mountainous commune in the west of Son Hoa district. The people live mainly on agriculture such as planting sugarcane, cassava and raising cows. However, the land is arid and drought, so people’s lives are very difficult. As a locality with many rivers, streams and complex terrain, the transportation of pupils and people is difficult, especially in the rainy season. Most of the bridges and culverts in the area have been constructed since 1995 from the capital of the number 134-135 program and have not been repaired for a long time, in addition to the change of water flows. Therefore, bridges and culverts are seriously degraded, unable to travel, especially in the rainy season. Existing Tan Hiep pipe culvert, 25 years old (5m wide, 1.3m high), is the only project serving the movement of people and pupils of Tan Hiep and Tan Luong villages. When the rainy and flood season prolongs, the spring water rises over 2.5 meters above the culvert surface, blocking local traffic, making it impossible for all households, as well as pupils, to cross. Every rainy season, the Commune People’s Committee assigns staff to coordinate with the school, parents and pupils to take pupils to and from school to avoid causing the floodwaters to be swept away.
In this situation, The Charity Club Warm With Love quickly conducted a technical survey and unanimously approved the construction documents of Tan Hiep pipe culvert in order to create better conditions for children to go to school safely, for people to move smoothly, shorten the distance between difficult areas, join hands to support the dream of escaping poverty and have a brighter future. Tan Hiep pipe culvert construction, with the size of 2 x (4.4 x 3.0) m perpendicular to the existing road center, length of culverts L = 13.00m, combined with upgrading height, making concrete pavement cement with a total length of 72.47m, have estimated cost of over 2 billion VND. According to Construction License No. 695 / UBND-GPTC issued by Son Hoa District People’s Committee on August 12th, 2020. Estimated construction time is 3 months.
At exactly 11:00 am, the Groundbreaking Ceremony was conducted and took place smoothly besides strictly compliance with the prevention measures of COVID-19.

Tan Hiep pipe culvert is a solid construction connecting the roads of Tan Luong and Tan Hiep villages, also the first volunteer project of the program “BUILD BRIDGES FOR CHILDREN TO GO TO SCHOOL” will be focused on effective implementation with many different forms, both mentally and physically.

Total estimated cost is over 2 billion VND and construction time is expected to be 3 months.
